Reinstall I hate to say it, but you just might have to reinstall Windows 10 from scratch to fix this problem.

The only thing that did work was to go to - C:\Users\User\AppData\Local\TileDataLayer\Database and delete the EDB****** test files and the EDB.chk file. Am not sure if it isn't working or should I be waiting longer?
