The maximum frequency means your CPU is being limited to 49 percent. It turns out that the utility was a memory hog for some reason. Chances are, you installed something that is drawing more CPU than before. That gave a serious performance boost.
I read somewhere that suggested I create a new desktop profile and this would fix things. Removing this file would cause Windows to no longer function. I currently am running Vista 32 on the other partition with no problems. Process Explorer It's worth running chkdsk /f now and then, it's sorts out many minor Windows problems. Do what I did, get Process Explorer and see what's chewing the CPU, and we'll go from there.
