This is very much a relevant issue. I was given the prompt to load into windows safe mode since the pc wasn't shut down correctly, but chose the normal load. If your problem isn't fixed, try reinstalling Windows or performing a Refresh or Reset on Windows 8. The cursor works fine and actually has my preferred (non-default) mouse sensitivity.
